WOODSTOCK DEMOCRATIC COMMITTEE BYLAWS Revised March 16, 2005 SECTION I (Name) This committee shall be known as the Woodstock Democratic Committee ("WDC"). SECTION II (Mission) The mission of the WDC shall be to aid in the election of Democratic candidates for public office and to support positions on local, national and international issues of concern to Democrats SECTION III (Woodstock Democratic Committee) 1. The WDC shall consist of those Democratic County Committeepersons ("Members") elected for the election districts of the Town of Woodstock Additionally, up to two enrolled members of the Democratic Party for each election district in the Town of Woodstock may be appointed Associates. 2. The officers of the WDC shall consist of a Chairperson, Vice-Chairperson, Secretary, and Treasurer, and they shall be enrolled voters of the Democratic Party, but need not be members of the WDC. There shall also be a Chief Information Officer ("CIO") elected by the full WDC. The CIO shall manage all data and voting records of the WDC and shall keep same confidential as the exclusive property of the WDC. 3. The Members elected for each district in the town shall be members of the Democratic Committee of Ulster County upon certification by the County Committee. 4. Members shall be elected at the biennial primary elections after filing designating petitions. Vacancies of Elected Members on the WDC shall be filled by a vote of the County Committee.Ý Until such time as the County Committee fills any vacancy, the WDC may fill such vacancies on an interim basis at a meeting of the WDC by a legal majority vote. 5. Associates shall be appointed by a majority vote of the Elected Committee Members on the WDC. Associates shall serve until the next primary election for Committee Members.Ý Associates may vote on resolutions before the Committee, except for: a) the approval or removal of other Associates; b) amendments to the Bylaws; and c) appointment or removal of Committee Members. 6. Duties of Members and Associates: All Members and Associates of the WDC shall: a) Attend all regularly scheduled meetings of the WDC or notify the Chair of their reason for absence and ask to be excused from attending; b) Support only Democratic candidates for public office; c) Assist in organizing and producing the Town Caucus; d) Assist in the get Out the Vote efforts for all elections; e) Assist in carrying nominating petitions for Democratic candidates; and f) Obey these rules and Bylaws. 7. A Committee Member may be removed: a) "for cause," as set forth in Sec. 2-116 of the Election Law and Article XII, Sec. 1 of the Rules and Regulations of the Democratic Party of Ulster County ("The Rules"); b) for "Disloyalty": hereby defined as carrying or signing petitions, other than a Democratic Party nominating petition,Ý for a local candidate (Town of Woodstock or anywhere in Ulster County) who does not already have the Democratic Party endorsement; or c) for publicly supporting the candidacy of a member of another party who does not also have the endorsement of the Democratic Party. 8. Associate Members may be removed by a majority vote of the WDC for the same reasons as set forth above as well as for Disloyalty, as determined by the WDC. SECTION IV (Local Committees) 1. Sub-Committees: The chairperson of the Town Committee is hereby delegated and vested with the power of appointing such other committees as he/she may deem proper for the transaction of normal committee business and to act at the pleasure of such chairperson. SECTION V (Committee Meetings) 1. An organizational meeting of the WDC shall be held within twenty (20) days of the primary, in accordance with Article IX, Sec. 2 of The Rules. 2. Regularly scheduled meetings of the WDC shall be established by annual resolution of the full WDC. This shall include a regular day of the month, time and place for meetings.Ý The WDC must meet at least twice a year. 3. Meetings of the WDC shall be called at any time by the Chairperson of such committee, or in his or her absence, by the Vice-Chairperson, who shall cause to be given to each member of such committee a notice of the date, time, and place of such meeting. 4. Special meetings of the WDC may be called upon the written request of four Elected Members of the committee.Ý Notice may be by e-mail or by telephone, with a copy of all e-mails sent by regular mail within 24 hrs after posting the e-mail. 5.Ý Unless designated as a public meeting in the notice of meeting, all WDC Meetings shall be limited to Committee Members, Associates and specifically invited guests, invited by the Chair. There shall be at least one public meeting designated every year, in addition to the biennial Caucus, at which all registered Woodstock Democrats are invited. 6. All proceedings at Committee Meetings, except for pubic meetings, shall be confidential. All data belonging to the WDC shall be kept confidential as property of the WDC. 7. Seven Elected Members on the WDC present at any duly called meeting shall constitute a quorum for the transaction of business on which only Members may vote. Seven Members or Associate Members on the WDC present at any duly called meeting shall constitute a quorum for the transaction of business not specifically reserved to Members. 8. A majority vote of the Members and Associates present at any meeting shall be sufficient to carry and adopt any motion, resolution, or other matter, which may be legally presented at such meeting, but not including amendments to these Bylaws. 9. Procedure: All WDC meetings shall be conducted under Roberts Rules of Order, except where superseded by the Election Law. 10. Authority: Nothing in the rules and regulations of the WDC shall abrogate, negate, or usurp the authority of the rules and regulations of the Democratic Committee of the County of Ulster or the New York Election Law. 11. Nothing in these bylaws precludes the right of any enrolled Woodstock Democrat to request the right, through the Chairperson, to address the members of the WDC on matters of mutual interest. 12. When there is insufficient time before the next scheduled meeting, the Executive Board (Chair, Vice-Chair, Secretary, and Treasurer) may by majority vote conduct WDC business, as necessary. SECTION VI (Amendments to Bylaws) These bylaws may be amended, repealed, or suspended or any new bylaws Adopted by a two-thirds vote of the Members present at the second reading of such proposed amendment, repeal, suspension, or adoption. Changes in bylaws shall be initiated at any regular meeting and then acted upon at the next regular meeting. WOODSTOCK TOWN CAUCUS 2007 The Purpose of the Caucus is to nominate one candidate for Woodstock Town Supervisor, 2 candidates for Town Board, 1 candidate for Town Clerk, 1 candidate for Town Justice, 1 candidate for Town Highway Superintendent.
Only enrolled Woodstock Democrats may nominate or second a candidate or vote on any question. Nomination speeches are limited to 2 minutes. Seconding speeches are limited to 1 minute and nominee speeches are limited to 3 minutes. The time limits will be enforced. All persons shall state their name before addressing the caucus. Debra Schneer, Town of Rochester Attorney and Town Justice, will act as advisor to the Caucus Officers and the rulings of the Chair will be binding. In order to vote for the candidates of your choice, you must be validated as a registered enrolled Democrat as reflected on the Ulster County list of enrolled voters. To do this you must present a valid form of ID at the registration desks at the entrance. When registered you will be given a blue wrist band to verify your registration as a Woodstock Democrat. It will be removed when you vote. You may need to show ID again to the Election Inspectors prior to voting for the candidates. No electioneering is allowed in the Community Center. The voting machines will be open from approximately 1:30PM and will close at 6PM. Each candidate shall have the right to appoint one individual to observe the registration, voting, and the final counting of the votes. When the voting ends and the votes are counted, the chair shall publicly announce the results of the voting. The nominees with the highest number of votes will be the candidates. If there is more than one position open, the top two candidates with the most votes will be declared the winners. If the top two candidates receive the same number of votes both will be declared the winners. If there is a tie between the 2nd and 3rd highest vote-getters for the second seat, ( or a tie between single position candidate positions at the top ranking vote count) a new vote will be held on Sunday August 5th at the Woodstock Community Center between the hours of 11AM to 3PM. Re-registration with ID will be required for the Sunday vote. Notice of the voting results as well as notice if there is a run-off vote on Sunday, will be posted on www.woodstockdemocrats.org, on the scroll of Woodstock Access TV, channel 23, or you can call either 679-2443 or 679- 5438 to find out if there will be a Sunday tie-breaker vote.
